Dragon Cliff unlocks at keep level 30; upgraded via Victory Column + Triumphal Arch levels. It levels up and refines Sacred/Wonder-unlocked dragons and unlocks their Active Skill (the 3rd talent). Milestones: Lv1 Norway Ridge active skill; Lv2 Thebes; Lv3 Nidhogg; Lv4 Ladon; Lv5 Amaterasu/Colchian/Ziz. No resource cost for the cliff itself (0 food/lumber/stone/ore), only keep + prerequisite building levels. Not directly relevant to solo monster hunting; relevant only if a Sacred dragon is your hunter's dragon.
